CHAPTER IV THE CONTAINMENT OF REFORM, 1929-1935 As the term of office of the Baldwin government drew to an end in 1929, clle question ofelection promises arose. One issue that naturally came to the fore was the raising of the school leaving age, to which both the Liberal and Labour parties gave their adherence. The Conservative Party was duly cautious on this point, though promising "a vast plan of advance . . . along the whole of the educational front".
